Lingayen (6 March) -- The Philippine Ports Authority has sent a team for a preliminary conference with provincial officials and department heads led by Governor Amado T. Espino last Monday to fast track technical survey and development plans for the Sual International Seaport approved by President Gloria Macapagal Arroyo during her February 16 visit to Binalonan.

The seven-man team met with Espino and other officials at Urduja House here. They were requested by the governor to finish the survey and plans within a month and to include designs for a shipbuilding and repair facility for deep-sea fishing vessels.

PPA Northern Luzon port manager Silverio Mangaoang, Jr., said the group was due to start its three-day topographic and hydrographic surveys last Tuesday to determine which suitable area of the Sual Bay the international seaport can be constructed in.

Mangaoang said that the survey will only take three days after which the detailed engineering plan will follow.

The survey team head, Leonardo Protacio, said Sual was selected as the best location for the project because of its deep seawater. Vessels use the Sual Bay as sanctuary when there is weather disturbance, he said. The PPA officials assured that the project will be environment friendly.

Earlier, Pres. Gloria Macapagal-Arroyo announced her approval for the release of an initial amount of P100 million to the Provincial Government to jumpstart the development and construction of the seaport project.

The project will be part of the support infrastructure of the President's mega-region development program for the Ilocos region corridor.

Espino expressed elation over the development, stressing that the establishment of the seaport, one of his long-term mega projects for the province, will propel progress and transform Pangasinan into one of the country's premier provinces.

The international seaport, a joint effort of the provincial government, the local government of Sual and the Philippine Ports Authority, will be completed in three years. (PIA-Pangasinan)
