storm trackTyphoon "KAREN" has maintained its strength and is now off the Eastern coast of Northern Cagayan. Centered 110 kms East of Aparri, Cagayan with maximum sustained winds of 140 kph near the center and gustiness of up to 170 kph.

LINGAYEN, Pangasinan -- Heads of agencies in this province got a scolding from President Gloria Macapagal-Arroyo on Friday for the slow rehabilitation of school buildings, houses, and infrastructure damaged by typhoon “Cosme” (international code name Halong) two months ago.

A World Bank study released last week said that corruption in the Philippines is perceived to be the worst among East Asia’s leading economies. The Philippines is now at the bottom of the list of East Asia’s 10 largest economies when it comes to control of corruption, edged out by Indonesia, which scored the worst in the region in the 2007 survey.
